ImUgly is freely distributable font which is distributed with Imager and Imager::Graph.

ImUgly uses a Unicode encoding and currently defines all Latin-1 characters and many other characters, including the box drawing characters, arrows, and some dingbats. It does not define any of the chinese characters, and probably won't. Sorry.

ImUgly is unfortunately fairly ugly, since I'm no graphic designer.
